The Theory and Computing Sciences Trust ("TCSB Trust") was established on April 5, 2007 for the express purpose of entering into a ground lease with the Department of Energy, facilitating the financing and construction of the Building, and leasing the same for the conduct of scientific research and education programs for the benefit of science and the nation in a manner consistent with and supportive of the scientific and educational mission of the Department of Energy.

The Trust Manager for the TCSB Trust is TCSB-P3 LLC, led by Anatolij (Tony) Kushnir and Michael Simmons.
